Justice VK Mohanan Committee to hold public hearings in Kerala to consider revision of court fees.
The Expert Committee established to study the enhancement of court fees in Kerala has decided to hold public hearings to gather views and suggestions from the general public and other stakeholders.
The state government formed a five-member expert committee led by Justice V K Mohanan to examine and propose revisions to the Kerala Court Fees and Suits Valuation Act, 1959. In its first meeting on January 24, 2024, the committee decided to collect opinions, suggestions, and data from various stakeholders and official sources, including the Registry of the High Court, statutory bodies, judicial and quasi-judicial authorities, representatives of Bar Associations, and lawyer organizations. This initiative aims to ensure transparency, fairness, and provide all stakeholders an opportunity to be heard. The public hearings will be held as per the following schedule:
In the budget speech for the financial year 2024-25, State Finance Minister K N Balagopal noted that court fees have not been increased in the state for the past two decades. He mentioned that due to this, the government had to seek funds from other sources to support the administration of justice. The 189th Law Commission Report also recommended enhancing court fees to recover costs and meet the rising expenses of administering justice.
