BEIJING, Feb 28 - The arms control department of the Chinese foreign ministry has suggested that states possessing the largest nuclear arsenals should either negotiate a treaty on the no-first-use of nuclear weapons against each other or issue a political declaration to this effect. Sun Xiaobo, the department's director general, urged nuclear states to uphold their "special and priority responsibilities" on nuclear disarmament as outlined by the U.N. Conference on Disarmament, which aims to prevent nuclear war, according to the official news agency Xinhua.

Speaking during the forum's weekly meeting in Geneva on Monday, Sun proposed that the body establish a roadmap or timetable for an international legal instrument that would shield non-nuclear-weapon states from the threat of nuclear weapons. "Nuclear-weapon states should negotiate and conclude a treaty on the no-first-use of nuclear weapons against each other or make a political statement in this regard," Sun remarked.

Currently, China and India are the only two nuclear powers to officially adhere to a no-first-use policy, while Russia and the United States possess the largest nuclear arsenals globally.

Sun also advocated for a universal, non-discriminatory, non-proliferation export control order to address global security challenges and promote greater compliance in the field of biochemistry to uphold the authority of the arms control treaty system.

Additionally, Sun emphasized the need for the U.N. disarmament forum to address emerging scientific and technological challenges such as artificial intelligence, outer space, and cyber. He described the international strategic security situation as encountering new challenges, noting that countries with the strongest military capabilities have frequently "violated treaties" to "pursue their own absolute superiority."
