US Rights Report on India Cites Abuses in Manipur, Harassment of Media and Minorities

The U.S. State Department's annual human rights evaluation discovered "significant" violations in India's northeastern state of Manipur last year, alongside assaults on minorities, journalists, and dissenting voices throughout the nation. Manipur experienced intense clashes between the tribal Kuki-Zo and the Meitei majority following a court order suggesting extending minority privileges to the Meitei. Over 200 casualties resulted, with more than 60,000 individuals displaced between May and November. The Indian embassy in Washington did not immediately respond to the report. The assessment noted instances of alleged pressure or harassment on media outlets critical of the government in other parts of India.

For instance, the Income Tax Department searched BBC's offices in 2023 following a critical documentary about Prime Minister Narendra Modi, although the government denied vindictiveness. India's press freedom ranking hit a historic low at 161 out of 180 countries in 2023. The report highlighted discrimination against religious minorities, including incitement to violence and the spread of misinformation. Despite allegations, Modi, anticipated to secure a third term, refutes minority abuse and asserts policies benefit all Indians. Nonetheless, human rights groups claim a worsening climate under Modi's leadership, citing increased hate speech, the revocation of Kashmir's special status, a citizenship law labelled "fundamentally discriminatory" by the U.N., and the demolition of Muslim properties in the guise of eradicating illegal construction.
