The Uttar Pradesh government has opened state institutes to candidates from other states for admission to the Diploma in Elementary Education (DElEd) course, previously known as the Basic Training Certificate (BTC), this year. However, priority will still be given to candidates from Uttar Pradesh, as stated by officials referencing government directives. This policy ensures that only UP candidates can access the free seats at District Institutes of Education and Training (DIETs). Additionally, candidates from outside UP will not benefit from any reservations and will be classified as unreserved or general category applicants. The DElEd is a two-year diploma program designed for those aspiring to become teachers in primary and upper primary schools. Online applications for over 2.33 lakh seats in the DElEd program, essential for recruiting assistant teachers in the state, will begin on September 18.

According to a government order issued on September 9 by Yatindra Kumar, the state special secretary for basic education, candidates must submit a residence certificate from their home district in Uttar Pradesh during document verification; failure to do so will result in the cancellation of their application.

If there are any vacant seats after the first round of admissions, candidates from other states will be given a chance to fill those spots in the second phase, as specified in the communication, a copy of which is with HT.
