The IPL Governing Council has unveiled several significant decisions for the upcoming 2025 mega-auction, including confirmed regulations on player retentions. A key change affects premium overseas players: their salaries will be capped at the highest amount earned by any Indian player during the auction. For instance, if the top Indian player fetches over INR 18 crore, that becomes the cap for overseas players. If no Indian player surpasses that, the cap will align with the second highest retention band of INR 16 crore.

The final cap for overseas players will depend on the lower value between the highest Indian auction price and the highest retention amount. For example, if an Indian player sells for INR 20 crore, overseas players can still bid higher, but if one reaches INR 21 crore, they'll only receive 18 crore, with the 3 crore difference returned to the BCCI. Teams purchasing overseas players will still incur the full bid amount.

The GC aims to allow overseas bidding to progress naturally while ensuring that excess value is returned to the BCCI for player development. This measure, among others, seeks to prevent inflated earnings for overseas stars in next year’s mini-auction, where player scarcity drives up prices. Additionally, overseas players must participate in the 2025 auction to qualify for the 2026 auction. Another financial decision includes a standard match fee of INR 7.5 lakh for both Indian and overseas players.
