Canada will stop funding research with risks to national security

The Canadian government has declared that it will cease funding research in sensitive technology areas if any of the researchers involved are connected to the military, national defence, or state security entities deemed to pose a risk to Canada's national security. Ottawa has released a blacklist of over 100 institutions, with nearly 90 of them located in China. The list, known as Named Research Organizations (NROs), also includes institutions from Russia and Iran.

The decision is driven by concerns that Canadian-led research, while known for its excellence and collaborative nature, may be susceptible to foreign influence, putting research and development efforts at risk of being misappropriated to the detriment of national security. The measures will be implemented under the Policy on Sensitive Technology Research and Affiliations of Concern, which outlines the NROs and the sensitive technology research areas.

Canadian research and development may also be of interest to foreign entities seeking to exploit Canada's technological advantages. The identified research areas include digital infrastructure, energy, weapons, artificial intelligence, life sciences, quantum science, and robotics and autonomous systems.

The Canadian government encourages researchers and institutions to exercise due diligence in their research partnerships. The list includes Chinese institutions such as the Academy of Military Science, Beihang University, Beijing Institute of Technology, China Academy of Electronics and Information Technology, China Academy of Engineering Physics, Hunan University, Nanjing University of Science and Technology, National Defense University, Tianjin University, and University of International Relations. These institutions are considered to pose the highest risk to Canada's national security due to their connections with the military, national defence, and state security entities, either directly or indirectly.
